On 21 September the Verra registry export no longer contained project 5584. Under its previous name, Conservation of the Peam Krasaob Ramsar site, it was the largest mangrove project in Cambodia: a REDD+ listing with an estimated 1.26 million tonnes a year. A project disappearing outright is rare. In five weeks of tracking the Southeast Asian registry it had not happened once.
Four days later the same project ID is back. The name is now Krasop Blue Carbon. The proponent is Climate+ Pte Ltd, a Singapore entity. The validator is EPIC Sustainability Services. The estimate has fallen to 562,198 tonnes a year, and the methodology field now lists three: VM0033 for tidal wetland and seagrass restoration, VM0007 for REDD+, and VM0047 for afforestation and reforestation. Status: pipeline listing requested, under validation.
What a relisting usually means. A project does not leave the registry to change its name. It leaves because the account holder withdraws the listing, and it comes back when a different account resubmits it. Read together with the new proponent and the new validator, the most economical explanation is a change of control: the project has been taken over, restructured, and re-listed by the new owner. The smaller estimate and the added methodologies fit a restructuring too. Splitting the crediting into wetland restoration, avoided deforestation and reforestation is what a developer does when it wants a VM0033 component that can carry a blue carbon label and an ARR component that can carry a removal label.
Why it matters for buyers. Krasop is the only Cambodian mangrove project of this size on the Verra pipeline. If it validates, it becomes the reference blue carbon supply for a country that Singapore has an Article 6 Implementation Agreement with. The VM0033 v3.0 revision now open for comment, with its dynamic performance benchmark, will decide how many of those 562,000 tonnes survive validation.
Why it matters for developers. The community agreements, tenure documentation and stakeholder consultations that sat under the old listing do not automatically transfer to a new proponent. Anyone underwriting Krasop should ask for the new project description document, not the old one, and should ask which of the three methodologies the first monitoring period will actually credit under.
