Data · Southeast Asia

64 registered projects in Southeast Asia are late to verify. Thailand is 26 of them.

A registered project that misses its verification window is the most informative row on the registry and the least reported. We counted them.

Verra marks a registered project Late to Verify when a verification is overdue against its monitoring schedule. It is a status, not a sanction, and it can be cured. But it tells you something a press release never will: the project got all the way to registration and then stalled. Sometimes the developer ran out of money. Sometimes the verifier did. Sometimes the land changed hands, or the offtaker walked, or the monitoring data did not support the estimate.

The count. Across the ten Southeast Asian countries we track there are 64 such projects today: Thailand 26, Vietnam 13, Malaysia 8, Indonesia 8, Cambodia 5, Singapore 2, the Philippines 1, Laos 1. Thailand's share is out of all proportion to its pipeline. Most of its late projects are older energy and waste listings from the CDM-era cohort whose credits no longer clear the price needed to pay for verification. That is a different problem from a forestry project that cannot get its monitoring done.

Why a buyer cares. Late to Verify is the cheapest due-diligence flag in the market. A credit from a project in this state is not being issued; a forward offtake from it is exposed. For a portfolio screen it is the first filter.

Why a developer or investor cares more. Sixty-four registered projects with a problem are sixty-four conversations. A registered project has already cleared validation, has a baseline, and has a proponent who has spent money. What it may lack is the capital to complete a monitoring period. For an investor with a first-loss mandate, that is a sourcing list, not a warning label.
