The Philippines has 29 carbon projects in the pipeline or under validation. Between them they claim 34.1 million tonnes of reductions a year, more than three times the 9.8 million claimed by the country’s 11 registered projects. On paper the queue would more than triple the country’s claimed supply.
Most of that is two projects. Grouped Project for Philippines Cookstove Program (Verra 3956) claims 20.7 million tonnes a year. Its sibling, Grouped Project for Philippines Water Purifier Program (Verra 3955), claims 3.8 million. Together that is 72% of the Philippine pipeline. Both are under validation with the public comment period closed. Both are proposed by the same company: Sustainability Investment Promotion and Development Joint Stock Company, whose other projects are in Vietnam, Cambodia and Laos.
Who is the developer?
The same proponent is listed on 17 Verra projects across Cambodia, Laos, Philippines and Vietnam: cookstoves, household and school water purifiers, and an energy-efficiency programme, most of them grouped projects that add households or schools over time. Their validators are Carbon Check (India) and EcoLance. According to the Berkeley Carbon Trading Project’s database (release 2026-06), these projects have issued 19.5 million credits and buyers have retired 0.71 million of them, about 4%. Across all cookstove projects in the same database the retired share is 47%.
A low retirement share is not, on its own, a problem: issued credits can sit in a developer’s or trader’s account until they are sold, and retirement can lag issuance by years. It is a question a buyer should ask before contracting forward volume from the Philippine programmes, alongside a second one. The Vietnam cookstove programme (Verra 2923) lists an estimate of 61,065 tonnes a year on its registry page, while Berkeley records 7.39 million credits issued. Grouped projects often publish an estimate for their first instances only, so the gap may simply mean the programme grew; the monitoring reports will say.
Methodology. The Philippine cookstove programme lists VMR0006. The cookstove methodologies the Integrity Council for the Voluntary Carbon Market approved, with conditions, in March 2025 were Verra’s VM0050 and two Gold Standard methodologies (ICVCM decision). A methodology decision is not a label on credits: only credits the registry tags as CCP-labelled carry it.

Take the two programmes out and the Philippine pipeline is 9.6 million tonnes a year across 27 projects, about half of them reforestation and REDD+ in Mindanao, Palawan, Samar, Mindoro and Luzon. That is the nature pipeline buyers in Singapore’s Article 6 tender will be looking at. The ten largest:
