Timor-Leste's carbon market: community forestry, cookstoves and rules still to come

A small market built mostly on community tree-planting programmes. The government has said it is preparing carbon market rules and a national registry; none has been adopted yet.

The policy picture

Timor-Leste is at the start. The government told COP28 in December 2023 that it was preparing a voluntary carbon market regulation and a national registry ahead of hosting Article 6 projects; we have found no adopted rule since, and no bilateral Article 6 agreement. Its NDC 3.0 sets no economy-wide emissions target, but commits to clean cooking for half of households by 2030, which makes cookstove projects the most policy-aligned category in the country.

What the registries show

Most of Timor-Leste's registered projects are community forestry programmes on Gold Standard, led by the xPand Foundation's WithOneSeed. Issuance so far is small. A C-Quest Capital cookstove project in the pipeline claims more tonnes a year than the country has issued in total.
